I recently built a new gaming PC with a 9070xt graphics card and a 9800x3d CPU on a B850 motherboard. While I'm getting decent FPS in most games, I've noticed that in titles like Red Dead Redemption 2, my 1% lows are quite low, around 30-40 FPS, which makes the gameplay feel choppy. I'm looking for suggestions on how to fix or manage this issue.

It really depends on your settings and resolution. If you're playing RDR2 at max settings without any upscaling, that could be the issue. Have you tried setting a frame rate limit around 100 FPS? It might help with those 1% lows.
FPS dips can happen for various reasons, especially depending on what's happening in the game or what background processes may be running. You might want to check your system's task manager to see if anything is draining your resources while you're gaming.
