How can I increase my shrinkable space in Windows 11?

I'm having a bit of trouble trying to shrink my disk space on Windows 11. I've followed everything on a helpful page I found, but for some reason, I can't seem to shrink beyond 12 GB even though I have 150 GB of free space available. What are some steps I can take to resolve this?
