I just finished building my PC and set everything up. However, when I started playing Destiny 2, I noticed that I only have 488MB of VRAM showing, which seems way too low. I've got an AMD Radeon RX 7900 XT that should have 20GB of VRAM, paired with a B650 Gaming X AV V2 motherboard and an AMD Ryzen 7 processor. Is there a way to get more VRAM to use?

It sounds like you might have your monitor plugged into your motherboard instead of the GPU. Make sure your HDMI or display port cable is connected directly to the RX 7900 XT. Sometimes, if Windows recognizes the integrated GPU first, it'll use that instead of the dedicated card, which would explain the low VRAM reading. Also, double-check your drivers are up to date!
You shouldn't have to do much to increase VRAM; the game should automatically allocate what it needs when everything is set up correctly.
