I'm trying to install Ighub_installer.exe for my Logitech G203 mouse on a school computer, but I keep getting a message saying 'This app is blocked by an administrator.' This has happened before with other apps too. Is there any way around this, or should I just give up?

Why not just ask for admin permission? They might be more flexible than you think.
You have a few options: you could reach out to your school's tech support to see if they can install it for you. If that's not an option, you could try using the mouse without the extra software, as it should still work fine. Or, maybe consider using your own computer if that's possible.
You can't really bypass these restrictions. If you do try to hack around it, you might get in a lot of trouble. Trust me, your school will find out, and it won't end well for you.
Honestly, bypassing admin restrictions on school computers is not the best idea. As someone who works in IT at a school, I can tell you that most institutions have strict rules against it for security reasons. Trying to install unapproved software can lead to serious consequences, like losing computer access altogether.
If you're thinking about reinstalling the OS and setting yourself as an admin, just know that it might not work out like you think. The school probably has systems in place to prevent that.
