I'm working on a school project involving a painting, and I want it so that when someone scans the painting with their phone, it redirects them to a PDF file—similar to how a QR code works, but directly from the painting itself. I don't have any programming skills, so I'm looking for suggestions on how to do this.

You can't store a PDF directly in a QR code, but it can hold a link to a PDF you've uploaded online. Just create a QR code that links to your PDF, and then you can print or draw that QR code on your painting. Make sure the QR code has a high contrast design—like black on white—so it scans easily.
