I accidentally deleted some .rar files containing a lot of photos from my PC, and they ended up in the recycle bin. Is there any way to restore them completely?

Have you tried using TestDisk? It's a great data recovery app and might be able to help you out.
You may want to try recovery software like Recuva. It's hit or miss, as there's a chance it won't work or the installation could overwrite the deleted files. The best defense against accidental deletions is to keep regular backups.
