I'm trying to enjoy watching One Piece, but every time there's an impactful scene, my screen dims for about two seconds, and I can't see anything! Is there a way to fix this on my iOS device?

Yeah, I agree with TechieTom123! Auto-brightness usually only adapts based on room lighting. If that doesn't work, make sure to check other display settings, too.
