I just built my first PC, but I'm waiting on my RAM and CPU cooler to arrive in about three weeks. Is there a way I can test the build now? For example, can I just use a desk fan to cool the CPU, or is there something else I can try? I mainly want to ensure that everything works fine before the essential components arrive.

What CPU are you planning to use? If it’s a Ryzen 7 9800X3D, be aware it does not come with a stock cooler, so you'll definitely need to get one before testing anything, really. It's not worth the risk.
That desk fan won't cut it; you really need an actual CPU cooler. The cooling system directly interfaces with the CPU, and without thermal paste or a cooler, you're just asking for trouble. Just wait until you have the right parts to avoid frying your chip.
Starting up your PC without RAM and a cooler is not a good idea at all. Without the cooler, your CPU will overheat almost instantly. If your motherboard has safety features, it might turn off before that happens, but there's a real risk of damaging your CPU otherwise.
