I'm running into a frustrating issue where my attempts to open Winamp Legacy and some Microsoft services are being blocked, displaying an error saying, 'This app has been blocked for your protection.' I'm also trying to install another program that's encountering the same problem. I followed a tutorial I found online, but nothing seems to work—not even a system restore. I've modified the cryptographic services and restarted my computer, but the services still get blocked. Is there a way I can unblock apps as an administrator?

You might be dealing with a bigger issue than just Defender. Sometimes these problems stem from deeper system issues. Have you tried any system repair commands like 'sfc /scannow' or 'DISM online repair'? If those don’t work, doing a clean install could be the way to go.
It sounds like Windows Defender could be at fault here. If it's the only antivirus you're using, it can't be fully disabled. Check the Defender logs to see if there’s any specific info about what's being blocked. You might also try using a different antivirus—if it blocks anything, you can usually whitelist it.
