I'm trying to access the HPE iLO 5 of a server cluster running Qumulo, which was recently moved to another country. The network settings for iLO weren't updated, so we can't connect using the old IP address. We've ruled out changing the settings through IPMI since the servers are in FIPS mode and the online configuration tool isn't available for Qumulo. I'm guiding a colleague to use the iLO service port to update the network settings with our credentials, but he's having trouble. He's tried connecting using 169.254.1.2 and 192.168.0.120 along with subnet masks 255.255.0.0 and 255.255.255.0, but neither worked. Is there something he might be missing? Should he manually set his IP to 169.254.1.1?

Have you checked the IP address displayed during startup? That’s usually a good way to confirm the iLO’s settings when the server boots up.
If the startup IP doesn't help, try bringing in a device that can connect to the same VLAN. Then, assign a compatible IP address to that device, allowing you to access the iLO via its IP address. That might do the trick!
