I have a Sandisk 1.5TB SD card that's showing up with around 1TB allocated and around 500GB as unallocated space in Disk Management. What's the best way to reformat it so that I have just one partition of about 1.5TB?

It's usually best to use the formatter from sdcard.org to restore the card to its factory settings. While you can do it in Disk Management, the website's tool is typically more effective.
Have you tried expanding the volume? That might work for combining the partitions.
