How to Fix Okta Google Workspace Provisioning Errors for New Hires?

We're experiencing a frustrating issue with onboarding new employees at our company. We're getting an error from Okta that says, "Automatic provisioning failed: Failed to remove license 1012220026. Combination of product and SKU is invalid or the product has auto-assigned feature enabled." I believe I need to turn off automatic provisioning in Google Workspace so that Okta can manage the licenses without conflicts. However, I can't seem to find the option to disable automatic provisioning in the Google Admin portal. Under Billing > License settings, I only see Google Voice Standard but not the Google Workspace app. In the Subscriptions section, which is where we usually handle Google Workspace Enterprise licenses, I also don't see any automatic provisioning settings. Right now, I'm manually fixing app assignments in Okta every time a new person joins, which is not ideal. Can anyone provide guidance on how to disable automatic provisioning for Google Workspace?
