I've recently made the switch to Linux and I'm looking to format my old Windows drive so that I can use it with my new system. However, I keep running into a 'permission denied' error when I try to format it using mkfs. Does anyone know how I can get around this issue?

You might want to try using your desktop environment's built-in partition manager instead. It's usually a straightforward way to format drives.

I tried GParted but it’s keyword locked. Do I need to unlock it on Windows first, or is there another way to handle it?
