How to Re-enable Security Defaults with Conditional Access in Microsoft 365?

I manage about 100 users with Business Standard licenses and around 10 with Business Premium, which includes a P1 license. While testing an application, I disabled Security Defaults because it was interfering with access. Now, all my MFA is managed through Conditional Access, but I believe Conditional Access only works with the P1 license. I want to re-enable Security Defaults but can't find the option. I've learned that I might need to turn off Conditional Access to access the Security Defaults option. Is there another way to re-enable Security Defaults without disabling Conditional Access? If I have no choice but to disable it, will that cause issues like requiring all users to re-register for MFA? Thanks in advance!

Since you have licensed users, you can technically apply Conditional Access policies across your organization, even if some users aren't fully licensed for it. Just stay cautious!
