How to Troubleshoot a PC with No Display

Hey everyone! I'm a beginner PC builder and I'm stuck with a problem. Whenever I turn on my PC, there's no display on the monitor. I've got a GA H61 S1 motherboard, a G1610 processor, 2GB RAM (2x), and a 200W PSU. I'm using a VGA connection since the motherboard doesn't have HDMI and I don't have a dedicated GPU. Currently, there's no hard drive installed. I have reset the RAM, checked the BIOS, and even swapped the CPU with a spare i3 I have, plus I got a new VGA cable, but nothing seems to work. The monitor just says 'No Signal'. I'm starting to wonder if the motherboard might be the issue. Can anyone offer some advice to help me out?

What CPU are you using right now?

If your motherboard has a CMOS battery, try removing it for a few minutes. Sometimes, onboard video gets disabled when a dedicated GPU is used. This reset can help return the settings to default. Also, remember to turn on the monitor after you've plugged in the VGA cable to ensure a proper connection.

I’ve tried that, but still no luck. Also, the monitor seems unresponsive as the menu button is not functioning.
