How to Troubleshoot Motherboard vs PSU Issues?

I recently had my PC shipped across the country and after rebuilding it, it worked fine until today. When I tried to start it up, nothing happened. The RAM lights up, but the case fans and CPU fan aren't responding at all. Since I have a Corsair TX750 PSU that runs at 0RPM when under 50% load, the paperclip test probably won't help me here, and I believe there could be a problem with either the motherboard or PSU. I'm low on budget and don't have spare parts to test, so I'm hoping to narrow it down before making any purchases. Here's what I've already tried: reseating the 24-pin power, CPU, and GPU connectors, plugging directly into the wall instead of a power strip, reseating the RAM and GPU, clearing the CMOS, and checking all fan connectors, but I haven't found any issues. Any advice would be appreciated!

Have you checked your motherboard's manual for any error codes? Once you turn it on and see the RAM lights turning on, what happens next? Does it shut off, or does it just stay unresponsive? Resetting the BIOS by clearing the CMOS is a good idea, but double-check the manual to make sure you did it right.

I noticed you mentioned your case doesn't support speaker headers for post codes. That can complicate things. Have you let it run for a while to see if it turns off? Also, I know you don’t have a spare battery for the CMOS, but sometimes that can be a quick fix if you ever get a chance to try it.
