I'm building my PC this year, even though I know it's not the best time for it. My friend recently upgraded from a 4090 to a 5090 and is now offering to sell me his Gigabyte 4090 OC for $1,600. I'd like to game in 4k, so I'm wondering if this is a solid deal or not.

I'd definitely say go for it! The 5090 is quite pricey at around $3000, and the 4090 is only about 20% slower. You're getting a steep discount from your friend!
Check out completed listings on Ebay for the 4090. Your friend is essentially selling it at its original MSRP, which is a good deal considering the current high demand for high VRAM GPUs due to AI. Seems like a great buy!
Sounds like a great price to me! I sold mine for the same amount when I upgraded and wasn't looking for anything more. It's always good to support friends when they're giving you a fair deal.
