I've heard that RAM speed doesn't matter much with specific CPUs, but I'm curious if I should prioritize capacity over speed and how significant low-speed RAM might be for my needs.

I'd suggest going for the faster 32 GB option. Your CPU and motherboard will support high-speed RAM, which can really enhance performance. For most uses, including gaming and light 3D rendering, 32 GB should be more than enough unless you're diving deep into heavy applications like Blender.
