Is 60°C Too Hot for a Ryzen 7 3800XT at Idle?

I just powered on my PC and noticed that my Ryzen 7 3800XT is running at 60°C with a power draw of 40W. All my applications are closed, and I'm doing nothing at the moment. Is this temperature normal for idle?
