I'm trying to figure out how much of an impact latency has on the 9950X3D. I've found 64GB of CL40 RAM at the same price as 32GB of CL36 RAM, roughly around $350. What factors should I consider, and what do you think would be the better choice?

I'd say go with the 64GB too. 32GB is really the bare minimum for future-proofing your setup, especially if you're doing both gaming and programming. The CL40 versus CL36 difference is hardly worth worrying about in practical usage.
