Generally, a 240mm cooler isn't going to be sufficient for an i9. It's great that you got the CPU for free, but if you're looking to get decent performance, you may want to consider undervolting and power limiting it. You'll still be able to run it, but don’t expect to utilize its full potential with that cooler. If you can, think about selling the i9 for a lesser CPU and using the funds toward a better GPU instead, but I get not wanting to disappoint your relative.
