I'm currently using a 2060 graphics card with a Ryzen 5 5600x processor and a B450 Gaming X motherboard. I'm wondering if I should upgrade to a 4070 graphics card, considering my motherboard only supports PCIe 3.0. I mainly play competitive shooters like Valorant, Overwatch, Siege, and Fortnite, and I'm looking for a setup that can get me as close to 240 FPS as possible.

While the 4070 can definitely handle what you're playing, it's worth noting that it's been around for a while and you might find better options for your money. If you can snag the 4070 for under $450, then go for it, but otherwise, the newer 50 series cards offer great performance too!
