I'm planning to build a gaming rig with an ASRock Challenger Radeon RX 9070 GPU and a Ryzen 5 9600x CPU. Right now, I have a 650W power supply, and I'm wondering if that will be sufficient for my setup. ASRock recommends a 700W PSU, but I'd love to save some money if I can make 650W work.

It should be fine! Manufacturer recommendations often overestimate to cover extreme scenarios. The Ryzen 5 9600x uses about 100-115W under stress, while the RX 9070 will draw around 220W. If you factor in around 100W for other components, you're comfortably within the limits of a 650W power supply, with some leeway for spikes.
