Is it normal for my CPU cooler to run at 700 RPM while idle?

I just built my first PC, and I've noticed that my CPU cooler runs at around 700 RPM even when the system is idle. My CPU, a 9950X3D, is maintaining a temperature between 42-45 degrees Celsius, but I'm a bit worried about the constant fan noise. Is this just how it is for a new build, or should I expect the fans to slow down if I want my CPU to run cooler?

Honestly, it's pretty common for air coolers to run consistently at a certain RPM, especially with a CPU that has as high a TDP as yours (170W). It’s designed to keep your CPU cool without letting the temperature rise too high, so 700 RPM might just be what it needs to maintain that temp.
