I have a Zotac RTX 4070 Twin Edge OC, and I'm noticing that my GPU usage spikes to 100% while playing games like Phasmophobia, and it stays there the whole time. This wasn't an issue before. I'm gaming on a 2K display and have an 850W PSU. Other games show similar high usage, around 90% or more consistently. I've even RMA'd the GPU twice, but the problem is still happening. Am I overreacting, or is this something I should be concerned about?

Yep, it’s normal for your GPU to reach 100% in games unless you’ve set a frame rate cap to limit it. So from what you've described, things sound alright!
Having your GPU at max usage isn’t a defect as long as it’s during gaming, not idle time. If your GPU is at 100%, it just means it’s fully utilized. It's actually a good sign that it’s doing its job!
Just a heads up, 2K resolution is typically 2560 x 1440, not 1920 x 1080. Just wanted to clarify that part!
It's actually pretty normal for your GPU to run at 100% usage during gaming if you don’t have a frame cap. That just means your GPU is working hard to keep up with the game. There's no harm in that! RMA-ing it seems unnecessary unless you’re noticing other issues, like overheating or crashes.
