Is it normal to feel a tingle from my PSU?

I've noticed that when I plug in my PC, I can feel a slight electrical tingle from the USB port (not the motherboard USB ports) and from the screws around my power supply unit (PSU). My computer runs perfectly otherwise, but I'm curious if this is normal and whether it could be harmful. The shock isn't very strong, just a tingling sensation at first, but it's enough to make me worry. Has anyone experienced anything similar?
