I need to upgrade my RAM and currently have two 8GB sticks of Thermaltake Toughram running at 4000MHz. However, I found that getting two more of the same model is really pricey. Can I mix in two sticks from another brand, maybe 8GB or 16GB, even if they have a different speed? Will that work out fine?

It can definitely work. Just know that depending on your CPU and motherboard, the chances of everything running at a higher speed can vary. On platforms like AM5, it's usually recommended to stick to two sticks for optimal performance, but if you scale back the speeds, you should be fine.
It depends on what you mean by 'fine'. If you don't mind not using XMP profiles, then mixing is doable. Keep in mind that different brands might not support the same overclocking features, which can lead to instability. If you can, it might be better to get a new 32GB or 64GB kit from a different brand or even the same brand but a different line. If you're just looking for more capacity rather than speed, mixing will work.
Yes, you can mix different RAM, but keep in mind that all sticks will run at the speed of the slowest one. So if you add a stick that's 3200MHz, all your RAM will drop to that speed.
