Is It Safe to Use My PC if the Top Fan Isn’t Spinning?

I've noticed that the top middle fan in my gaming PC isn't spinning, and I think it might be because the AIO cables are blocking it. I'm concerned about whether this is a problem and if it's safe to move the pipes a bit. Also, is it okay to keep using my PC while it's in this condition? I'm pretty new to building gaming PCs, so I'm unsure about the risks. Thanks for your help!

If the fan isn't spinning, that's definitely a concern since it can lead to overheating. It's generally okay to move the AIO pipes a little if they're obstructing the fan, but do it carefully. Just ensure you don't stress any connections or damage anything. It's probably best to address this sooner rather than later because overheating can seriously harm your components.
