I'm putting together a build for a friend using some second-hand components, and we've got a Gigabyte 3070 Ti. After finishing the build and running a stress test with 3DMark, I'm seeing temperatures reach 85°C, with the hotspot maxing out at around 99-100°C. Should I be worried? I've heard that I could try repasting the GPU if necessary, but I'm uncertain if these temps are considered okay. The graphics card is installed in a pretty cramped M-ATX case, so airflow isn't great either. I've also come across some comments that Gigabyte's 30 series cards tend to run hot, so maybe this temperature isn't too surprising.

It sounds like you're thermal throttling, which can definitely hurt performance. I recommend repasting with something like PTM 7950 or similar thermal pads, definitely avoid regular thermal paste as it won't hold up to the sustained heat from GPUs like it does in CPUs.
I also have that same card, bought used a few years back, and mine runs much cooler, like around 68°F under load. Your case might be trapping heat, or there could be another issue with the setup. Consider checking the airflow and cleaning out any dust.
The safe thermal limit for these GPUs is around 87-89°C. If your hotspot is hitting 100°C, it's definitely thermal throttling. Fresh thermal paste and new thermal pads could make a significant difference in lowering those high temps.
Yeah, those temps suggest that your GPU is indeed throttling. A good way to check is to run a synthetic benchmark and see how it compares to other 3070 Ti cards. Repasting and replacing pads can help a lot, improving the card's thermal performance and restoring its capabilities.
