My brother is visiting, and he asked me if I have any open ports on my computer. Out of nowhere, I started experiencing extreme ping spikes while trying to play CS. Could he be causing this, or is it just a coincidence? I overheard him watching a video about hacking with some program running on his laptop. Is there any way for me to stop him from messing with my setup?

If it gets really annoying, you could always reset the router to its defaults. But maybe a serious talk about boundaries might work better!
Honestly, just tell him to chill out. If he’s being annoying while you’re gaming, it’s fair to kick him off your network or have him use his phone for internet access.
You can ban his MAC address from your network, or if your router has Device Isolation, you could isolate his device so he can't interfere with yours.
If your brother is running a network scan on your computer—especially over the same local network—then yes, that can definitely affect your computer's performance.
He’s probably using something like nmap with aggressive settings. You could just ask him to stop or temporarily disconnect him from your network, especially when you’re playing games.
