I've just booted up my PC, and it's taking an unusually long time to start. The task bar freezes whenever I try to access File Explorer, and I'm usually patient about it, but I've waited about 10 minutes with no luck. When I checked the Task Manager, I noticed that the maximum frequency is in the 80s.
Before shutting down yesterday, I attempted to move a 90GB Steam game from one hard drive to another. However, nothing happened when I clicked 'Move' in the settings. My computer is extremely slow, affecting everything from web browsing to simple file operations. I'm running Windows 10 on an AMD FX8350 processor.

Your CPU seems fine; the problem likely stems from your storage instead. If you're using a hard drive (HDD), consider upgrading to a solid-state drive (SSD). You could run some drive speed tests to get a clearer picture of what's going on—post the results if you can!
If your C drive is running out of space, that could definitely slow things down! Try to clear some space or move files elsewhere to see if it helps.
When all else fails, disconnect the storage drive and see how your PC operates with just the system drive. Sometimes, a faulty drive can cause a ton of issues.
I've got a good SSD for my C drive and a couple of others for games, plus an old HDD I barely use. The C drive is low on space now—5.45GB left, and it was fine yesterday. Not sure if that helps but I’ll look up how to do a speed test.
