Is My CPU Limiting My New GPU’s Performance?

I recently upgraded to a 5070ti, hoping to enhance my FPS in games like CS2 and Valorant. However, I'm only getting about 140 FPS in CS2 and 200 FPS in Valorant. While monitoring performance, I noticed my CPU usage hovers around 40-50%, and my GPU only reaches about 20%. Given that I have an i7-8700k, is it possible that my CPU is bottlenecking my GPU?
