I've got an Intel i5 7600 paired with an RTX 3060 Ti, but lately, my CPU keeps maxing out at 100%. Is it possible that my GPU is the culprit here? Should I consider downgrading my GPU a bit?

Your CPU seems weak for that GPU setup. The 3060 Ti is better than the old Strix 1080 you had, and now your CPU just can't keep up, which is causing those high usage spikes. It's not your GPU causing the problem; rather, your CPU is bottlenecking the performance.
