Is My Power Supply or Motherboard the Problem?

I recently took my PC apart for a project and when I put it back together, everything powered up fine except for the four-pin CPU cable. I'm wondering if this indicates a power supply issue or if it might be related to the motherboard. Has anyone experienced something similar?

You mentioned you had a working PC without the four-pin CPU power connected? That's strange because, typically, a CPU needs that connection to function. I can't take pictures right now since my PSU is dead, but I can tell you that everything else is working to some extent; my CPU fan spins without the four-pin cable, so it feels like I'm close to figuring it out.
