I've been playing Minecraft with mods on my PC, but I'm noticing it runs pretty slowly, around 20 FPS. When I launch the game, my RAM usage drops drastically from about 5.4GB to just 400MB. Could this low RAM be affecting my performance, or are my CPU and GPU not up to the task?

Based on your setup, 20 FPS is way too low. Make sure you're using a dedicated GPU and not running the HDMI from the motherboard. Also, consider checking for any software or background processes that might be taking up resources.
