Is now a bad time to buy a gaming PC?

I'm 16 and currently saving up for a gaming PC. I've noticed that GPU prices are getting really high where I live, and I want to know what's the bare minimum CPU and GPU combo that can run games smoothly at 1080p 60fps on high or medium settings, but won't need an upgrade right away. I don't have a huge budget, so any advice would be appreciated!

Honestly, it’s probably one of the worst times to buy a gaming PC in the last decade. But the main thing I would need to know from you is what's your exact budget?

I'm looking at around $600 to $700. I can keep saving, but it's tough to get money together where I am. I also have a PS5, but I want to play some exclusive games, so I'm focused on 60fps at high settings and don't need 1440p or 4k.
