I recently got an RX 9070 XT and have been experiencing some weird screen artifacting whenever I alt-tab out of games like Overwatch. It only happens for a second, then it goes away, but I'm worried it might indicate a problem with the GPU. Should I be concerned, and what steps can I take to troubleshoot this?

That shouldn't be happening! Have you tried reseating the GPU? First, make sure it's securely fitted in the PCIe slot. If that doesn't help, try a different PCIe slot or check your monitor connection and cable. Testing with another monitor might also reveal if it's a screen issue.
