I'm currently using a Ryzen 5600 processor with an RX 580 GPU and a B450 motherboard. I've found that the B580 costs around $314, while the 9060 XT is priced at $375. The performance of the B580 meets my needs, but I'm wondering if the 9060 XT offers enough of an upgrade to justify the higher price.

Absolutely, go for the 9060 XT 16GB. The B580 is only a good option if it's priced below $300, which isn't the case here.
The 9060 XT is generally considered worth the extra money. For example, I found a good deal on an ASRock Challenger OC 16GB model for about $370. If you can find something similar, it could be a solid option!
If you’re only looking at about $60 more for the 9060 XT, I’d say go for it! It comes with extra VRAM, which could be beneficial for future-proofing your setup.
Sadly, the price difference is over $120 for me here in the Philippines, so I really have to think about it.
Wow, you can get a 16GB one for $370? That's around $490 here in the Philippines, so I'm a bit jealous!
