A friend of mine is looking to upgrade his computer setup by purchasing a 9850X3D CPU along with RAM and a motherboard, moving on from his Intel 10600KF. He currently has a 3070 Ti and a 1080p monitor. I'm concerned about potential bottlenecks, as I think that pairing a 9850X3D with a 3070 Ti might not be ideal. I believe a 7800X3D would be a better match. However, my friend wants to go with the 9850X3D since it's a top-tier CPU and figures he can upgrade his GPU in a year. He's seeking other opinions on whether his choice is sound and if there might be better CPU options that would work well with his GPU and be more future-proof. Also, he's on a tight budget, having just enough for the 9850X3D combo, and I suggested that if he spends about $100 less, he could even upgrade his monitor.

Just so you know, a CPU can bottleneck a GPU but not the other way around. If your friend's CPU is overpowered for his GPU, the CPU will be waiting for the GPU and vice versa.
