I'm currently upgrading my GPU from a 3060 to a 9070XT in anticipation of playing Doom The Dark Ages. I also want to upgrade my CPU, as I have an AM5 socket motherboard to go with the new GPU. I've been considering the 9900X, but I've heard that the 9900X3D offers better gaming performance due to its extra L3 cache. Given that I primarily game at 1080p and may switch to 1440p if I find a good monitor, I'd like to know if the price difference for the 9900X3D is worth it.

I believe the x3D series makes a significant impact on performance, especially at 1080p. If you're serious about gaming, spending a little more on the 9800X3D could really pay off. Just be sure to check for good deals on it!
Honestly, the 9900X just isn't the right choice for gaming. You won't get the performance boost you'd expect. If you're strictly gaming, the 9800X3D is a much better deal, plus it's cheaper.
You should definitely consider the 9800X3D instead of the 9900X3D. The 9900X3D isn't any better performance-wise for gaming, and it surprisingly has more latency since it uses dual CCDs. Save your money and go for the 9800X3D, it's geared more towards gaming!
