I'm currently dealing with low FPS and lag while using my i5-6400, and I'm looking to upgrade my CPU to enhance performance. I came across the i5-14600K, and I'm curious if it will work well with my GTX 1060 6GB and a 600W power supply. My budget for both the CPU and motherboard is between $250 and $400.

CPUs generally work fine with any GPU, so you're good there! Just make sure your motherboard is compatible with the new CPU.
Yes, the i5-14600K will definitely work with your 1060. However, keep in mind that you won't fully unlock the CPU's potential until you upgrade your GPU as well.
If you're close to a Microcenter, they have a nice 7500X3D bundle around your budget. Also, keep in mind that AM5 has more future-proofing compared to LGA 1700.

Will I need DDR5 RAM for that?
