I'm thinking about building a gaming setup with an RX 6700XT and an Intel i5 12400F, paired with 16GB of VRAM. I might go for either an H610M or a B660M motherboard. I've seen benchmarks that say this combo can handle most 1440p games on ultra settings at 60+ fps, but some games like Cyberpunk require lowering the settings to high or even medium for smoother performance. Are these benchmarks reliable? Just to note, I'm on a tight budget and not planning to upgrade for at least three years.

You likely won't run into CPU limitations at 1440p, so I suggest checking out YouTube for some RX 6700XT performance videos. They're pretty informative!
I've got a 6700XT paired with a 5700X3D, and it runs really well at 1440p, usually hitting around 80-100 fps in single-player games and well over 200 in multiplayer titles like Fortnite and CS. You might need to tweak settings for newer games to get good performance, but I wouldn't pay more than $300 for that GPU. If you can, look for the 9060XT with 16GB of VRAM instead. It offers better performance and support for FSR!
That really depends on the specific game and the settings you choose.
