I'm considering buying a new Sapphire Pulse 7700XT with a three-year warranty for $430. I live in India and have seen the cheapest option as an Asrock Challenger for $415, which isn't too appealing since it's just a basic two-fan model. I had a really frustrating experience in November where I got scammed on a 9060XT 16GB, paying $50 upfront and never getting the card. Prices have skyrocketed in the past few months, almost increasing by $100. So now I'm leaning towards brick-and-mortar stores instead, but I need to know if this deal for the 7700XT is worthwhile.

I wouldn't recommend that. The 9060XT 16GB is a superior card. I found one for $350 from a dealer that includes warranty and invoice, probably through the area where all the PC hardware stores are. That's much better than $430 for the 7700XT.
It's not a bad deal, but I'd suggest looking at the 9060XT instead. You might find it works better for your needs!
Honestly, it’s tough to tell if it's good without knowing your region. In the US, that's a steep price, but I guess it might be decent in India.
