Overall, it's a great setup, but I'd love to know what you plan to use it for. If you're streaming and recording videos, you could actually save some cash by going with an air cooler instead of a liquid one. They're simpler and tend to have fewer potential issues. Plus, you can find Windows licenses super cheap on eBay if you're looking to cut costs. Oh, and I switched to Linux Mint recently, and I really like how it runs!

Your build looks pretty solid! Just a heads up, you might want to swap the Windows 11 Pro DVD for the Home USB version; it's a better fit for most users.
