I also have some old NZXT 120mm fans that I'll add for exhaust and intake. Any suggestions on whether this will work well or advice for future upgrades?

In some areas, the Ryzen 5 3600 is cheaper than the 1600, and it often comes bundled with a motherboard and RAM for around 40-45 euros. Maybe look into that option if it's available near you.
The GTX 970 can't handle HEVC or AV1, which are likely needed for smooth transcoding. Consider upgrading to an 11th or 12th Gen Intel CPU, like the i3-12100, since it has integrated graphics optimized for quick sync. It might increase your budget significantly, but it's the best way to improve your experience.
What’s the old machine you're comparing this to? The GTX 970 isn't optimal right now since its drivers are outdated. You might be better off using something like a Ryzen 3400G with integrated graphics instead of a separate GPU.
You should definitely replace the PSU. Low-quality units can damage other components when they fail - it's just not worth the risk. I've had good experiences with Corsair's 650W units, which are reliable and reasonably priced.
