I'm considering purchasing a gaming PC for 700 CAD which has the following specs: Nvidia GeForce RTX 2080 XC, Intel i9 9900KF, 64GB of 3000MHz RAM, a Cooler Master water cooler for the CPU, a Z390 Plus Gaming motherboard, a 1TB Samsung 970 Evo SSD, a 1TB HDD, a 650W Corsair power supply, and a Deep Cool case with four RGB fans. Currently, I'm upgrading from an i5 4460 with a GTX 960, 8GB of RAM. Is this a good deal?

Absolutely! That setup is worth it, and getting it for 700 CAD is a steal. If you're really looking to save even more, you could sell some of that extra RAM—if it's four 16GB sticks, you'd easily get around 200 CAD back. This could lower your net purchase price to 500 CAD!
