Is Upgrading from a 3080 10GB to a 9070XT a Good Move?

Hey everyone! I'm considering upgrading my GPU from a 3080 10GB to a 9070XT. I've heard that this upgrade could be really impactful. However, I have a couple of concerns: 1) My current CPU is a 5800X3D. Will my CPU hold back the performance of the new GPU, or am I in the clear? 2) My power supply is a Revolution DF 850W gold. Is that enough power for my setup with the new GPU? Thanks for your help!
