Is Upgrading to the XTX Mercury RX 9070XT OC a Smart Move?

I'm considering upgrading my graphics card from an RTX 3070 Ti to an XTX Mercury RX 9070XT OC Magnetic Air White Edition. Here are my current specs: I have an AMD Ryzen 9 5900X CPU, 64GB of 2400 MHz RAM (2x32GB), and an MSI motherboard. My setup is a few years old now. Do you think this GPU upgrade is a good choice?

One thing to consider is your RAM speed. 2400 MT/s is pretty low for today's standards. It might be worth looking into upgrading to at least 3200 CL16 RAM for better overall performance, but some say the cost may not be justified right now.
