Also, how safe are these affordable water coolers nowadays? For reference, the Peerless Assassin 120 SE dissipates about 240 watts and would work fine for my 9700/9800X3D, plus it's guaranteed to be leak-proof. My case options are either the NZXT H6 Flow White or the LIAN LI PC-O11S Mini TG Snow White, both of which I've heard are well-suited for water cooling setups.

Honestly, you probably don’t need it. Most people get AIO (all-in-one) coolers for the looks more than the need for better cooling. For gaming, the 9800X3D stays pretty cool, running under 100W, so a solid air cooler like the Peerless Assassin can handle it just fine. Concerning leaks, modern coolers are quite reliable and the chances of a leak are minimal.
