I'm using an iPhone 13 Pro Max and have a bunch of videos stored in a shared album because I wanted to save space on my device. Now, I'm trying to share a specific video with a friend, but it gets stuck on the "Downloading" screen for a long time, and I have to wait 10-20 minutes without any progress. Also, I can't see any videos on my iPad, although the photos show up fine. I've already tried turning off photo permissions, removing access from Files & Folders, and restarting my phone. I also checked and have plenty of space on my iPhone and iCloud (over 30 GB).

Have you checked when the videos were uploaded to the shared album? It's good to know if they were fully uploaded and synced. Sometimes a failed upload can cause issues. You might also want to check if they were visible before or if this is your first time trying to access them. If they're playable on your iPhone, trying to force a sync or toggle Shared Albums off and on could help, but I get why you're worried about losing them.
Yeah, forcing a sync might be worth a shot! Just make sure you’re connected to Wi-Fi. Also, if it’s just downloading issues, sometimes logging out and back into iCloud can refresh things.
